What he said was that a kingdom led by a royal pops both nobles and more royals, and that being royal gives bonuses. He didn't say that a kingdom ran by a noble would pop royals, and it wouldn't actually make any sense for that to happen. So, that's one difference we know of.
Which also means, come to think of it, that if all the royal lines are wiped out in this war, that there couldn't be any more royals, ever again; only a royal can pop a royal.
