It looks to me like he's holding a hookah upside-down. Take note of the little thingy-on-a-hose in his right hand. He also has a rather odd expression on his face, so maybe he's used it already?

I think the real question is: Is that thing a magic item like the blaster that Ossomer had or the one Slately has, or is that a magic item like Sizemore has. Nothing surprising about the first case. Parson doesn't like killing and besides capturing units is a good option often. The only surprising thing is this didn't happen earlier. If its the second: PARSON IS A HIPPIEMANCER FOR REALZ!!!
