As a note about your rules, there's no reason not to max out defense or max out attack. Balanced units will only be effective against balanced units.

Not really true. If you have 3/7/1/2 units, and I have 3/4/4/2 units, then we'd be dealing 3 damage to each other each round. If I had 3/1/7/2 it'd be a stalemate, and if I had 3/7/1/2 as well, then we'd both deal 6 damage to each other each round. None of those is necessarily the best case scenario, so there are advantages and disadvantages to balanced units. Maxing attack will tend to ensure large casualties on both sides, maxing defense will tend to ensure stalemates, and balanced units will tend to ensure long drawn out battles with damage being done to both sides.

I'm going to be doing my fluff and such after I know what bonuses I'm getting. :)

Also, if our Monarchs have General stats, does that mean we're rolling for them? And if so, are we also going to roll for a chance at specials?

this is on hold for a few days, just been told I've got to go to London for work. Need to sort out hotels etc.

ADENDUM: I'll be in London until Wednesday so when I get back I should have the rest of the rules squared off and your stuff PM'd out to you all on that day :)

thats a tactical choice for you. Min/maxing will give you some advantages but as it was pointed out if you max your attack you leave your units wide open on defense meaning you take huge casualties as well.
