I'm obviously not an expert in shipping and I'm sure Rob has looked into options, but have you looked into Fulfilment by Amazon?
Rough calculations peg the per-unit cost to ~$0.70 if selling on Amazon.com (including storing unsold units), or ~$2.50 if selling independently.
