The latter is how I read it. He doesn't talk to other Dirtamancers at all, and other Stuffamancers are the closest he can get.
I was curious if we'd ever seen hints of other Dirtamancers, or if any other side was said to have one. Near as I can tell, we have not. About only mention we get is the first text update, where it's pointed out that Dirtamancy is so useful and so rare in the MK, Sizemore can't help becoming a "filthy rich rock star."
This makes me wonder if there are a couple of his brethren around, but they never spend time talking to each other, because they're all too busy partying like filthy rich rock stars.

Is it against convention currently to send your caster through an allies portal? If so then breaking that convention may allow better instant defense of a capital.
