Leadership and Dance Fighting do not factor in, but other attack modifiers do. On their own, they'll only be able to use 1 might blow. Pairing them up with a bodyguard, on the other hand...
As you've noticed, Bill has been able to drop a scout in their hex. Although you don't normally get names by default, Wandereus and Junetta are familiar with most of the high-level commanders in this region. If you can describe them, they can usually figure out who they are.
