Timelimit of Turns?

At the actual page at hand i wonder if there is a timelimit to a turn.
It looks to me that the ruler of one side has to end his turn "per hand".
Is he able to not do so? I know there would be no benefit, but would he be able?

If I'm reading your question correctly, I believe that this was discussed extensively in the Page 80 thread, starting around the 5th page of thread results.
Short answer is, ultimately, we don't know whether a turn could extend indefinitely or not, and there are strong opinions for both sides of the argument.

The one thing that was conclusively agreed upon is the fact that only units in the same hex as the Ruler of the stalling side would experience whatever occurs, due to the relativistic nature of time in Erfworld.
One thing to keep in mind is that we are seeing over several months events which actually transpire over an hour or so from first-hand perspective.
