Again, lack of clarity seems to be plaguing me. We are already agreeing on most of the major issues involved in this discussion, in principal. The Foolamancy school should have spells that allow the caster to make it appear as if a spell has been cast. You're arguing that the Veil spell can be stretched somewhat to include such an effect. All of these things could be imitated by Foolamancy. But the ability to do so is not stated anywhere in the Veil spell description, and so the spell cannot be used in that manner.
