Aqua Velva is a level 2 city controlled by Transylvito. It has a defensible harbour. It is run by a regent Warlord, Al Frappacino.

"Aqua Velva" is the name of a men's aftershave that was quite popular in the early and middle parts of the 20th century.[1] Hence, when Jillian notes in First Intermission 14 that Al Frappacino "smelled funny. The whole town did, in fact," it may be a reference to the aftershave's pungent and distinctive aroma.
