	:I know that all of that can be done with standard wiki tech, except for the creation of the new usergroup (for Trusted). If you've got Admin/Bureaucrat access (whichever is higher, I can never remember), you can tweak what each usergroup, including anonymous users, are allowed to do, and the lower of Admin/Bureaucrat can take over the Moderator stuff if we don't want to make another usergroup just for it.
