Lloyd is a Dittomancer in the service of Jetstone.
Along with Ace Hardware and Pierce, Lloyd was sent to defend the hex on Jetstone's side of the Expository Bridge.
Speculation
If signamancy is anything to go by, he has been in service to his side for about as many turns as Slately has ruled.
Real World References
His staff bears a © (copyright) symbol to support the fact that he has the right to copy.
Lloyd's character design is a reference to the Deadly Duplicator, a supervillain who fought Birdman and had the power to duplicate things with his glasses.
