Proposed Canon
Since there is no pregnancy and there are no babies in Erfworld, and heirs are popped, the practical purpose of nookie on Erfworld is unclear, though it seems to be otherwise similar to that of our world. According to Parson's discussion with Maggie, it would seem that the technical act and, erm, "Tools" involved are much the same.

Speculation
Despite there being no children in ErfWorld, the chances are that Nookie is either the reason for, or could be a way to improve the popping rate in cities.
For instance, in a manner similar to a warlord doing rounds in a city to improve its production, a Ruler and a suitor might be required to engage in nookie each turn to make use of the city's production while producing an heir.
It is possible that having units from different sides engaged in nookie will produce an offspring that shares traits from both sides.
