Speculation
Apparently Orgchart belonged to Stanley the Plaid at some point, but was captured by Prince Ansom. When Jillian Zamussels was captured for the first time while being hired by Royal Crown Coalition she was taken to Orgchart for interrogation and encountered Wanda there.Erf-b1-p083
After the city was recaptured by Stanley's forces, Charlie showed Jillian a picture of Wanda and Ansom taken there.

The name is probably a reference to organizational chart.
