Phillip is apparently part of the conspiracy of Hippiemancers and Predictamancers, as he is assisting Janis and Marie in Parson's run through the Magic Kingdom and blocking the Thinkamancers from hijacking Parson for the War on Charlie.

So far, Phillip has shown up on the scene of an impending conflict^Erf-b2-p071, stacked up with Parson, Wanda, Jack, Janis, Marie and the other Predictamancers ^Erf-b2-p081, and mocked the Thinkamancers ^Erf-b2-p082 and the Carnymancers ^Erf-b2-p094.

Phillip bears a striking resemblance to the Punxsutawney Phil Inner Circle, a select group who take care of the iconic groundhog of the movie Groundhog Day, who is supposed to be able to predict when winter weather will end. Members of the Inner Circle are recognizable by their top hats and tuxedos.
