Rusty Trombone was a Shockmancer in service to Faq before its destruction. It appears that he is out of favor with many of the other inhabitants of Faq.

If Shockmancy does indeed deal primarly with direct damage spells, Rusty's presence in a kingdom that promotes philosophy over martial capability may be why he is the lowliest caster in Faq.

A Trombone is a musical instrument. Rusty can refer to skills that atrophy due to lack of use. If Rusty's skills are not put to use, then Rusty's Shockmancy may indeed be very rusty.
A "Rusty Trombone" is a somewhat unhygienic sex act. The fact that Rusty is not held in high regard might be connected.
