"Reportedly, one exists in each side's capital and these portals will shutdown if the city ceases to be a capital." I think that covers it well enough - if a capital is moved, then the first city ceases to be a capital and has its portal closed, and the second city then becomes a capital and thus has a portal open. -shrug- [[User:Sorator|Sorator]] 21:52, 3 May 2013 (EDT)

If someone can help me out with this. I'm not sure if this is Proposed Canon or just Speculation at this point:

"Reportedly, one exists in each side's capital and these portals will shutdown if the city ceases to be a capital."
